The future looks far from attractive and signs of improvement either in the size of the caseload or the ability of services to respond are hard to find. Inevitably governments are going to face difficult decisions but as time goes on expenditure will continue to rise and the needs of drug users will assume a more pressing political force. As this pressure increases the best possible understanding of the nature of drug dependence and misuse will be required and pragmatic solutions will have to be made available.
