Chapter 6 presents clinical governance within political culture and identifies three types of problem: (1) the difficulty of promoting worthwhile change in general practice, for a variety of reasons; (2) the likelihood of a change of direction in clinical governance that could undo the small changes achieved to date; and (3) the need for substantial support and resources.
