Barriers to Evaluation
Unfortunately there are many barriers to the conduct of evaluation studies and these may prevent the initiation of an evaluation, or they may prevent change from happening even though the research indicates that change will make things better. Some of these barriers may seem inappropriate, but nevertheless they may be erected to block any change that may be suggested by the stakeholders and evaluation team.
